The Independent State of Western Samoa is a constitutional monarchy consisting of nine islands, the largest of which are Savai'i and Upolu. The capital is Apia on the island of Upolu. In 1768, French navigator Louis de Bougainville sighted Samoa and called them 'The Navigator Islands'. The Samoans are one of the largest Polynesian groups, second only to the Maoris of New Zealand.
